I have consulted the World Body of F-F-Fighting who regulate the sport :-----

They tell me that page 141 of the rule book, paragraph2, sub-section 4, clearly states that a lenient referee may let the first offence go with just a warning.
Any subsequent attempt to clit-waggle, however, will certainly constitute instant disqualification!
