Police Officer vs Villain

Fortunately, i recognise Tina and as her combat partner is usually ' Hot Lips ' Lucy, i'm assuming that she's the one on the floor with her back to us. I can forgive her that as she's generously allowed us to ogle at her private bits!

I'm less clear as to who is the police officer, ( they've both been wearing the uniform recently ) and who is the villain.
Perhaps it's not really important but it does help to know.
